Even though the Fed delivered a widely anticipated quarter-point cut, mortgage rates barely budged. Financial markets had already priced in the move, and a divided committee signaled we may not see additional cuts anytime soon. For Southern California buyers and sellers navigating high home prices and tight inventory, understanding why rates are holding steady is more important than ever.

Fed Cuts Rates by 25 Basis Points — But Mortgage Rates Stay Put

The Federal Reserve lowered its benchmark rate by 25 basis points, but the decision offered little surprise. Markets expected the move, which is why mortgage rates remain essentially unchanged going into the new year.

What stood out wasn’t the cut itself, but the deep division inside the Fed:

  • 1 pushed for a larger 50 bps cut

California Home Prices Hold Near Record Highs

California’s median home price ticked up month-to-month in October, landing at $886,960, just shy of the state’s all-time high. While prices reflected a slight 0.2% dip year-over-year, the month-to-month gain of 0.4% defied historical norms, which typically show a decline between September and October.

 

This stability reflects steady buyer demand, even with mortgage rate volatility keeping many would-be purchasers on pause. Continued economic uncertainty may limit how quickly the broader market recovers, but for now, price levels remain firm.

Home Sales Reach Their Strongest Level Since February

Sales activity continued its upward trend in October, rising from both September and the same month last year. Existing single-family home sales were up 4.1% year-over-year, marking the strongest monthly performance since February.

 

Even with this progress, statewide sales remain below the 300,000-unit benchmark for the 37th straight month. Pending sales showed a modest 0.8% annual increase, though seasonal slowing and persistent rate pressure suggest sales will end 2025 with only a moderate improvement over last year.

Labor Market Sends Mixed Signals

After delays caused by the federal government shutdown, the September jobs report showed better-than-expected gains, with 119,000 new jobs added nationwide. Healthcare, social assistance, leisure, and hospitality continued to lead growth.

 

However, despite the increased hiring, the unemployment rate rose to 4.4%, the highest since 2021. The labor market is holding — but clearly cooling — complicating the Federal Reserve’s rate-cut calculations heading into the next FOMC meeting.

Insurance Shake-Up: Farmers Requests Rate Hike but Lifts Policy Cap

Farmers Insurance — California’s second-largest home insurer — has filed for a 6.99% rate increase on homeowners policies. At the same time, it’s removing its previous cap on new policies in anticipation of a more stable insurance market under the state’s Sustainable Insurance Strategy.

 

The good news: expanded coverage, particularly in wildfire-prone areas, is expected in 2026.

 

The downside: higher premiums will add financial strain for many homeowners already feeling the squeeze of rising housing costs.

The government’s record-breaking 43-day shutdown officially ended last Wednesday, allowing federal employees to return to work and major housing-related programs to resume.

 

But its economic impact is significant:

  • 42 million households temporarily lost SNAP benefits.

Housing affordability in California improved modestly in Q3, offering some relief to homebuyers who've been sidelined by rising borrowing costs. The statewide Housing Affordability Index (HAI) ticked up to 17%, a two-point increase from the previous quarter and slightly above last year’s level.

 

The statewide median home price cooled as competition softened and inventory improved, while mortgage rates—though still historically high—declined slightly. Monthly payments on a median-priced home fell 3.8% from Q2, though they remain 1.3% higher year-over-year.

 

A minimum annual income of $223,600 is now needed to afford the estimated $5,590 monthly payment on a median-priced California home.

With the market shifting into its slower winter season, price moderation is expected to continue. If rates dip further and economic uncertainty eases, affordability could improve more meaningfully in early 2026.

🛍️ Holiday Sales Expected to Hit $1 Trillion

 

Holiday retail spending is set to break records this year. The National Retail Federation projects November and December sales to grow 3.7% to 4.2%, surpassing the $1 trillion mark for the first time.

 

Consumers are expected to spend $890.49 per person on gifts and seasonal items—one of the highest totals in over two decades. Despite concerns about inflation, tariffs, and a cooling job market, spending has remained resilient, offering the broader economy important support heading into year-end.

📉 Job Cuts Reach Highest October Level Since 2003

 

Job cuts surged to 153,074 in October—up 175% from a year earlier—marking the highest October total since 2003. Year-to-date, over 1.09 million job cuts have been announced, a 65% increase from the same period in 2024.

After months of volatility, mortgage rates have fallen for the fourth consecutive week, marking their lowest point of the year and offering renewed hope to Southern California buyers and homeowners alike. According to Freddie Mac’s latest Primary Mortgage Market Survey® (PMMS®), the average 30-year fixed-rate mortgage (FRM) slipped another two basis points this week to 6.17%, down from 6.19% the previous week. That marks a total decline of 87 basis points since mid-January, bringing rates to their lowest level since early 2022.

 

“The last few months have brought lower rates and homebuyers are increasingly entering the market,” said Sam Khater, Freddie Mac’s chief economist. For buyers who’ve been waiting for a more affordable entry point, this could be the opportunity they’ve been hoping for.

This week, the Federal Reserve voted to lower the federal funds rate by 25 basis points, a widely expected move that was already reflected in most mortgage pricing. In response, the 10-year Treasury yield — which mortgage rates often track — moved slightly higher, suggesting some upward pressure could return in the coming weeks if inflation data or trade developments surprise markets.

“While the housing market remains challenging for many households, stable home prices, growing inventory, and a slower market pace may open the door for buyers looking to make a move before the year’s end,” said Realtor.com’s Senior Analyst Hannah Jones.

As we move into October, financial headlines are once again dominated by Washington gridlock — and this time, it’s hitting close to home. The federal government officially shut down on October 1st, pausing key economic reports and adding a new layer of uncertainty to an already mixed market. While the economy has shown surprising resilience, new signs of strain are emerging in the labor market — and that could play a major role in shaping mortgage rates, buyer confidence, and housing activity as we close out 2025.

 

⚖️ Washington Standoff Brings Data Delays and Economic Risks

The federal government shutdown — now stretching into its second week — has furloughed more than 600,000 workers and disrupted the release of several major reports, including the monthly Jobs Report and CPI data.

 

According to the White House Council of Economic Advisors, every week the government remains shut down could shave off roughly $15 billion in U.S. GDP, or about 0.1% from annualized growth. If the standoff continues for a month, consumer spending could drop by $30 billion, with additional job losses projected in the tens of thousands.

 

For now, economists are relying more heavily on private-sector data to gauge real-time trends — a tricky scenario as markets and the Fed navigate policy decisions without full visibility.

 

🏠 Mortgage Activity Slows but Stays Stronger Than Last Year

The Mortgage Bankers Association reported that mortgage applications dipped 12.7% in the last week of September, with refinances down 21% after a strong start to the month. Purchase applications slipped slightly, but remain 16% higher than this time last year thanks to softer mortgage rates.

 

Even with rates still above pandemic-era lows, recent declines have made a difference. If the job market continues to soften and inflation stays in check, mortgage rates could gradually trend lower in the coming months — offering new opportunities for both buyers and homeowners considering a refinance.

 

💡 Consumer Confidence Slips as Job Outlook Worsens

Consumer confidence took a hit in September, with the Conference Board’s index dropping to its lowest level since April. Fewer Americans say jobs are “plentiful,” and optimism about future hiring has declined.

 

Interestingly, home-buying sentiment has improved — likely tied to the recent dip in mortgage rates. Purchase plans for homes reached a four-month high, suggesting that even amid economic uncertainty, real estate remains a key area of consumer focus and optimism.

 

📍 Local Spotlight: Long Beach & Orange County

Here at home, the fall market is showing its usual seasonal cooling — but with a twist.

 

In Long Beach, new listings ticked up slightly in late September as sellers who had been waiting for lower mortgage rates began to re-enter the market. Buyer activity remains steady, especially for homes priced between $800,000 and $1.2 million, where well-presented properties are still seeing multiple offers. Condos near the coast and in downtown Long Beach continue to attract younger buyers and downsizers drawn to urban living and walkability.

 

In Orange County, inventory remains tight, but homes priced correctly are moving quickly. The median home price is holding firm, and some areas — particularly North Tustin, Irvine, and Mission Viejo — are seeing renewed buyer interest as rates ease. Builders are also beginning to offer more incentives on new construction, giving buyers a bit more negotiating power than we saw earlier this year.

 

Overall, the Southern California market remains balanced, with slightly less competition than in spring — creating a great window for buyers looking to get ahead of next year’s rate cuts or for sellers ready to list before the holidays.
