The big news last week was the Fed scaling down their rate hike to a quarter of a point as encouraging inflation data suggests the worst is behind us. However, the good news was short lived as the latest jobs report showed the U.S. economy added more jobs than expected in January, which puts pressure on the Fed to keep rates high this year to prevent a resurgence amidst a strong labor market. Despite this, purchase activity is expected to pick up as the spring home buying season gets underway, and pending sales data through the end of January suggests that closed sales will begin to rise in February. 

 

Fed scales down its rate hike to a quarter point but does not declare victory over inflation yet: The Federal Open Market Committee (FOMC) decided to scale down their latest interest rate hike, pointing out that inflation has eased in recent months. This was the smallest of 8 consecutive rate hikes to the federal funds rate, which now ranges from 4.5%-4.75% - the highest since October 2007. The FOMC also warned however, that while recent developments are encouraging, inflation remains elevated. Most noteworthy was the forward-guidance that said no rate cuts were scheduled if the economy proceeds as currently forecast, so a more significant decline in mortgage rates is unlikely in the next few months.

 

Stronger than expected jobs gain, gives U.S. economy a push to start the year: The U.S. economy added 517K jobs in January, nearly 3 times more than the consensus expectation and the biggest gain since July 2022. At the same time, the unemployment rate fell to 3.4% - the lowest jobless rate in 53 years. While these are certainly signs of a resilient economy and a strong labor market, it also shows that inflationary pressures persist as hiring continues to expand. Fortunately, the gain in jobs occurred as labor force participation also improved while wage growth moderated, both of which are positive signs the imbalance between labor demand and labor supply has started to ease.

 

Consumer confidence in the economy continues to waver despite easing inflation: The Conference Board’s Consumer Confidence Index — a closely watched metric gauging attitudes about the current and future strength of the economy — measured 107.1 in January. Confidence slipped from an upwardly revised 109 in December as consumers remain wary of the future of the economy despite inflation slowing. While the assessment of their present situation increased to 150.9 – the highest reading in nine months, expectations about future economic conditions plunged the most in seven months to 77.8. According to the Conference Board, a reading below 80, emphasizes consumers’ fear of recession in the near-term.

 

Mortgage applications decrease despite rates inching lower: According to Mortgage Bankers Association’s (MBA) weekly mortgage applications survey ending January 27, overall applications activity declined 9.0% from the week prior despite mortgage interest rates trending lower. Mortgage activity had picked up as rates trended lower, but this latest weekly survey shows that demand remains volatile. Rates still remain nearly double what they were a year ago, which has severely diminished affordability. Purchase activity is expected to pick up as the spring homebuying season gets underway, and pending sales data through the end of January suggests that closed sales will begin to rise in February.

With rates continuing to moderate and a strong jobs report, we are seeing an uptick in pending sales, new homes sales, and mortgage activity.

 

Mortgage rates continue to decline: The 30-year fixed-rate mortgage (FRM) edged down again this week, averaging 6.09%, down from 6.13% the previous week, according to the latest Primary Mortgage Market Survey® from Freddie Mac released yesterday. The news follows the more modest 25-basis-point interest rate hike announced by the Federal Reserve Wednesday afternoon–which experts say signals that the central bank is growing more confident in the battle against inflation.

 

Strong jobs report in January: The U.S. added 517,000 jobs in January, and the unemployment rate saw a minor decrease to 3.4%, according to the latest Employment Situation Summary from the U.S. Bureau of Labor Statistics. Employers added a booming 517,000 jobs in January as hiring unexpectedly surged despite high inflation, rising interest rates and the prospect of a weakening economy. The unemployment rate fell from 3.5% to 3.4%, lowest since 1969, the Labor Department said today. 

 

Pending home sales break six-month streak to end the year with modest gains: The Pending Home Sales Index (PHSI), a forward-looking indicator of home sales at the national level, improved in December 2022 for the first time since May, increasing 2.5% from November. The modest rise in contract signings month-over-month was mainly attributed to mortgage rates trending down, which provided a window of opportunity for some buyers to re-enter the market. While pending sales were still 33.8% behind December of 2021, rates have continued trending lower in recent weeks and should drive an improvement in pending sales for January as well.

 

U.S. new home sales post third consecutive monthly gain: Sales of new single-family homes in the U.S. increased for a third straight month in December. November’s sales were revised down to 602,000 units so December’s 616,000 unit pace ended up with a slight improvement of 2.3%. This is a double-digit increase in sales activity for new homes from the 550,000-unit low pace established in the middle of 2022, offering hope that the struggling housing market is starting to stabilize – though at depressed levels. However, the Northeast and the West (which includes California), did not see a monthly improvement like the South or Midwest did. January might be a different story as rates retreat.

Real Estate Update - Week of 1/27/2023

California saw a modest increase in sales activity in December along with an uptick in mortgage loan activity. Housing demand remains relatively depressed as affordability remains a challenge, but lower mortgage rates and softer home price appreciation appears to be bringing some buyers off the sidelines. These positive improvements in the housing market helped to boost builders’ confidence in January.

 

Interest rate reprieve bolsters December home sales: Sales of existing single-family homes in California remained below the 250,000 level for the second straight month and dropped 44.1% on a year-over-year basis. However, a short respite in rising interest rates helped edge up home sales at the end of the year to break a three-month sales decline. December’s uptick in sales shows buyers and sellers are gradually adapting to the new normal and shifting to a more balanced market. Although a tight housing inventory has kept home prices from free falling, with the median price for a single-family home in December slipping 0.4% from November and 2.8% from a year ago, prices and rates are both expected to decline in 2023, which should improve housing affordability this year.

 

Mortgage applications increase as rates continue to moderate: Mortgage application activity rebounded strongly in the first full week of January as mortgage rates continue to dip. The Market Composite Index measuring mortgage loan applications for the week ending January 13 increased 27.9% on a seasonally adjusted basis from one week earlier. Despite recent gains of more than 30%, refinance activity remains more than 80% below last year’s pace and purchase volume remains 35% below year-ago levels. However, with the 30-year fixed-rate mortgage (FRM) continuing to decrease in Freddie Mac’s weekly survey to 6.15% – the lowest since September of last year – mortgage activity should continue to improve.

 

Builder confidence improves as buyer demand rebounds: After 12 months of consecutive monthly declines in builder confidence, the National Association of Home Builders (NAHB)/Wells Fargo Housing Market Index (HMI) rose four points in January to 35. Builders continue to struggle with supply chain disruptions, higher construction costs, and labor shortages, but an uptick in buyer traffic and buyer demand as a result of lower interest rates has lifted their confidence for the first time in a year. Despite, the index remaining near all-time lows, all three components of the index showed modest improvement and provide hope that cycle lows for permits and starts are coming into view.

 

Housing starts fall, but building permits for single family edge higher: Total housing starts fell 1.4% in December and although it was a more mild drop than the downwardly revised 1.8% drop in November, it pushed the cumulative annual unit pace for 2022 to 1.553 million units. This was a 3% annual decline in housing starts and the first annual decline since 2009. Single-family housing starts had a surprisingly strong month, increasing by 11.3% from November as a result of unseasonably warm weather and improved building material availability. Compared to last year, however, single family starts were still down 10.6% in the first annual decline since 2011. Looking ahead, housing permits dropping for the eight consecutive month, points to further weakness in construction over the short run, but lower mortgage rates appear to be boosting builder confidence to start 2023.

A set of refreshing news last week provides a glimpse of hope in an otherwise gloomy forecast for the rest of the year. The biggest news is the cooling of the Consumer Price Index (CPI), which slowed for the third consecutive month in December. While heading in the right direction, inflation remains above the Fed’s target, which means the battle to get it under control isn’t over. With prices easing, consumers assessment of their current situation as well as their future expectations improved, though remain at historical lows. And while the real estate market remains sluggish, the latest retreat in mortgage rates has continued to spur mortgage application activity and offer hope that the market might have already reached its bottom.

 

Mortgage applications improve as rates resume decline: Total mortgage applications as of January 6 increased 1.2% from the week prior as rates began to retreat. Mortgage demand remains ultra-sensitive to changes in interest rates as applications to purchase and refinance continue to fluctuate from week-to-week. Purchase applications, despite a slight reprieve in interest rates, declined 1% from the week earlier on a seasonally adjusted basis to the lowest level since 2014. Meanwhile, refinance applications, while still 86% behind the same week from a year ago, increased 5% as a result of a sizeable weekly decline in rates. According to Freddie Mac’s weekly survey, the 30-year fixed-rate mortgage (FRM) averaged 6.33% as of January 12, which was down from 6.48% the week prior.

 

Inflation eases for third consecutive month, Fed’s battle is far from over: The Consumer Price Index (CPI) fell 0.1% in December, recording the largest monthly decline since April 2020. The modest deflation in prices closed out the year as the third consecutive month showing signs of slowing prices. A retreat in prices at the pump, grocery stores and prices for used autos aided the index lower. Nevertheless, services and particularly shelter costs remain elevated which keep the headline CPI and Core inflation above last year’s levels by 6.5% and 5.7% respectively. Persistent elevated prices will likely keep the Fed pressing on – albeit at a slower pace - to get inflation under control.

 

Consumer sentiment improves as Americans regain some purchasing power: As inflation eases further from its record high established mid-year 2022 and wage growth moderates, consumers are finding relief and feeling optimistic. The latest consumer sentiment reading from the University of Michigan of 64.4 in January, is the highest in the past 12 months and the biggest monthly uptick since August. Consumers current assessment of personal finances surged 16% to its highest level in 8 months. With prices showing signs of cooling, their short-term inflation expectation improved. Alas, while Americans are regaining some purchasing power and are boosting their sentiment, their attitude and spending behavior remain cautionary.

Mortgage Rates Decline This Week

The 30-year fixed-rate mortgage (FRM) averaged 6.33% this week, down from 6.48% last week, according to the latest results of Freddie Mac’s Primary Mortgage Market Survey(PMMS).

 

This week’s data:

 

  • 30-year fixed-rate mortgage averaged 6.33% as of January 12, 2023, down from last week when it averaged 6.48%. A year ago at this time, the 30-year FRM averaged 3.45%.

 

  • 15-year fixed-rate mortgage averaged 5.52%, down from last week when it averaged 5.73%. A year ago at this time, the 15-year FRM averaged 2.62%.

 

What the experts are saying:

 

“While mortgage rates have resumed their decline, the market remains hypersensitive to rate movements, with purchase demand experiencing large swings relative to small changes in rates,” said Sam Khater, Freddie Mac’s chief economist. “Over the last few weeks latent demand has been on display with buyers jumping in and out of the market as rates move.”

 

Realtor.com Manager of Economic Research, George Ratiu, commented:

 

“The Freddie Mac fixed rate for a 30-year loan declined from last week, to 6.33%, as investors cheered the latest Consumer Price Index data showing a noticeable moderation. The rate for a 30-year loan has been moving up and down in the 6% – 7% range since September 2022 when it crossed the 6% threshold for the first time in 14 years. Mortgage rates have mirrored the volatility in the 10-year Treasury, as investors wrangle mixed expectations amid an inflow of new economic numbers.

 

“Businesses and investors are closely monitoring the Federal Reserve’s monetary tightening, keeping an eye out for signs that the bank may ease the pace of rate hikes. This week’s CPI numbers highlighted that the central bank’s actions are moving the needle on price gains in the desired direction. The headline measure rose by 6.5% from last year, a noticeable slowdown from last month’s 7.1%. While markets are welcoming the news, it’s worth noting that prices continue to advance, with the typical household still seeing their food, utility, and service bills rise.

 

“Expectations of an economic slowdown are weighing on small businesses, with the NFIB index sliding to the lowest mark since June, on worries of lower sales. At the same time, consumers continue to purchase goods and services, even if they need to resort to borrowing money. The latest data on consumer credit show a 7.1% yearly increase, on the strength of credit card borrowing. Rising prices and lower savings are pushing many consumers to borrow more for everyday needs.

 

“Counterbalancing these trends, the labor market remains resilient, with a shortage of workers still a principal concern for many companies. Many employees are finding they retain leverage, especially when changing jobs, and earning noticeable pay increases.

 

With capital market volatility expected to continue, mortgage rates will maintain a seesaw trajectory over the short term, likely staying within the 6% – 7% range we have seen over the past five months. For buyers who find a home to purchase, shopping for a mortgage with multiple lenders to secure the lowest rate and fees could result not only in a lower monthly payment, but also in tens of thousands of dollars saved over the life of the loan. This is especially important considering that at today’s rate, the monthly payment for a median-priced home (in the US) is $1,990, not including taxes and insurance, a 51% increase from last January.”

Strong Jobs Report Boosts Hope For Housing in 2023

Continuing to hold up against the Federal Reserve’s campaign of rate hikes, the labor market remained strong in December as the country added another 223,000 jobs—spread across nearly every industry—offering more hope that the economy will avoid a severe recession.

 

Unemployment fell from already historically low levels, from 3.7% to 3.5%, and wage growth slowed modestly. Wages were up by 0.3% in December, a slower pace than earlier in the year—even though real wages have fallen due to spiraling inflation.

 

The report sent stocks shooting upward, with all three major indexes gaining over 2% by the closing bell. With a boost in construction jobs and gains across a broad swath of sectors, Bright MLS Chief Economist Dr. Lisa Sturtevant called the report good news for real estate.

 

“The current strength in the labor market will support a rebounding housing market in 2023,” she said in a statement. “There is pent-up demand from would-be homebuyers who have been sitting on the sidelines for the past few months. If unemployment remains low, employment growth continues and wages continue to move higher, more buyers will jump into the market this spring.”

 

With a “housing recession” in full swing, a so-called “soft landing” for the economy remains a much-debated topic by economists and pundits, with most still predicting a recession in 2023. But with job growth propping up the broader economy and helping prevent a 2008-level housing crisis, real estate professionals remain cautiously optimistic about what this year will bring.

 

“Job additions will be critical in generating fresh housing demand as mortgage rates show signs of stabilization,” said National Association of REALTORS® Chief Economist Lawrence Yun in a statement. “Housing affordability remains a challenge for those renters considering buying a home.”

 

At the same time, Fed Chair Jerome Powell has said that he needs to see the labor market cool to indicate that inflation is coming under control, meaning mortgage rates could remain stubbornly high as long as job creation continues. With wage growth slowing, it remained unclear how the central bank would interpret the data.

 

“Financial markets and the Federal Reserve are keeping a close eye on the labor market and wage growth for signs that a moderation would impact inflation,” said George Raitu, realtor.com® chief economist, in a statement. “As consumer prices have seen slowing growth over the past few months, there are expectations that the Fed will resort to more moderate policy rate hikes in the next few months.”

 

Payrolls in construction increased by 28,000 in December, and specialty trade contractors added 17,000 jobs. Construction employment increased by an average of 19,000 per month in 2022. Leisure and hospitality (with 67,000 new jobs) and health care (55,000) saw the biggest gains as those industries continued to grow post-pandemic.

 

With mortgage rates ticking up in recent weeks after peaking around 7% in November, it remains uncertain how and when buyers and sellers will return to the market, with spring just around the corner. Sturtevant said she believes that time will be a factor, regardless of where rates settle.

 

“Mortgage rates may also remain above 6%, but buyers have had time to adjust expectations and are beginning to come to terms with the new normal in the market,” she said.

Based on the latest economic news, all signs point to a bumpy start of the year in 2023. Despite having improvements in inflation, a slight increase in consumer sentiment and healthy unemployment numbers, the housing market and the economy overall at the state and national level still face many challenges. The Federal Reserve raised rates again last week but the recent reprieve on mortgage rates may encourage some buyers to take advantage of the recent shift in the market. However, consumers are still grappling with rising prices and slower economic growth could be ahead.

 

Housing demand in California falls as high interest rates continue to crunch affordability: Sales of existing single-family homes dropped to a seasonal adjusted annualized rate of 237,740 in November – the lowest level since the Great Recession. The statewide median price dipped year-over-year for the first time in 30 months as less competition relieved upward pressure on prices. Mortgage rates at the highest level in 20 years was the primary reason for the downward trend in sales and price, but deteriorating sentiment played a role as well. The market will likely get slightly worse before it starts getting better, but pending sales indicate that the pace of declines should begin moderating in the coming months as the market nears bottom.

 

Inflation continues downward trend, but prices remain elevated: The index tracking consumer prices, inched up 0.1% in November from the previous month, and increased 7.1% from a year ago. While the headline inflation number remains well above the Fed’s target of 2% for a healthy inflation level, it is the lowest it’s been in 12 months. Excluding the more volatile food and energy prices, “core” inflation still advanced 0.2% from the month prior and 6% from a year ago, but it also showed signs of cooling. The pace of inflation is expected to continue slowing over the next few months, but the 5% pace of wage growth is likely to keep the Fed active in its fight against inflation.

 

Fed scales back its rate hike but states the fight against inflation is far from over: The Fed announced a 50-basis point rate hike, pushing the borrowing rate to a targeted range between 4.25% and 4.5%, the highest level in 15 years. Despite CPI continuing to improve slightly, the FOMC indicated that further rate hikes are still in sight at similar or slower pace until enough evidence shows that inflation is on a sustained downward path.

 

Consumers pulled back on spending even as prices moderated: Retail sales for November, according to the Commerce department, declined 0.6% ahead of the holidays. The pullback was widespread across categories despite inflation easing slightly for the same month. Americans have been struggling for nearly two years with higher prices which has eroded their purchasing power and pushed them to rely much more on their savings or swipe their credit cards. The savings rate is near all-time lows and revolving credit card balances are up 15% from a year ago. Although nominal sales remain up on an annual basis, inflation-adjusted spending has been flat or falling for several months.

 

Consumer sentiment improves slightly: The University of Michigan consumer sentiment index rose in early December to 59.1 with consumers feeling better about current conditions and less pessimistic on their expectations for the future. Respondents expect an increase in unemployment over the next 12-months, but an increasing number of consumers also expect higher income and lower interest rates. On balance, consumers are slightly more optimistic, but do not anticipate significant improvements next year.

 

California unemployment rate inched up but remains low: The unemployment rate in California last month ticked up to 4.1% as household employment levels declined over 40,000 for the second month in a row, according to the survey of households. It was one of 26 states to have recorded an increase in unemployment rate for the month. The parallel survey of employers showed that California was also one of the 43 states which posted an increase in payrolls and was the third highest in absolute job gains. Despite the divergence between the two surveys, the net job gain from the employer survey was at a slower pace than October, so both reports point to a cooling labor market. 

 

With interest rates starting to ease we are seeing some new opportunities for buyers and sellers. Lenders are offering options for home buyers to buy down their interest rate and sellers in some cases are offering credits to help buyers obtain a more affordable rate.

With home prices still near record highs and mortgage rates still more than double what they were a year ago (despite trending down in recent weeks), affordability remains the number one challenge for potential homebuyers. While consumer sentiment on the housing market improved slightly, it remains near the all-time low set in October. With lackluster buyer traffic, builders are continuing to cut prices and offer sales incentives, while also scaling back in production.

 

Consumer sentiment on the housing market inches up for first time in 9 months: According to Fannie Mae’s Home Purchase Sentiment Index®(HPSI), elevated mortgage rates continue to be the main impediment to housing sentiment. The latest index reading from November, despite breaking a nine-month declining streak and inching up 0.6 points to 57.3, remains just above the all-time low set last month. Compared to the same time last year, the index is tracking 17.4 points behind. While four of the six index components increased modestly form the previous month, including improved homebuying and home-selling conditions as the market has become less competitive, majority of consumers (62%) still expect mortgage rates to rise over the next year. Higher mortgage rates, and diminished affordability as a result, were the key factor holding consumers’ housing sentiment near all-time lows.

 

Builders are cutting prices & offering incentives: Single-family home builders have been opting to provide incentives and even cut prices in an effort to get buyers back on the market. In November, according to the National Association of Home Builders and Wells Fargo’s Housing Market Index (HMI), 35% of single-family home builders reported reducing their prices and nearly 3/5 were offering special sales incentives. While these percentages seem relatively high compared to a few months ago, they were still far from where they were back in 2008 during the great recession when around 50% of builders were cutting prices and almost 3/4 builders were offering sales incentives. 

 

Mortgage rates continue to drop: The 30-year fixed-rate mortgage (FMR) has been on a downward trend for four consecutive weeks now. As of December 8, the 30-year FRM averaged 6.33%, down from 6.49% the week prior and down from the most recent peak of 7.08% recorded about a month ago. This marks a decline of three quarters of a point over the last month which is the largest since 2008. While mortgage rates have been cooling as increasing concerns of slower economic growth and an expectation that the Fed will begin easing its rate hikes ahead, homebuyer sentiment remains low.

Real Estate Update - Week of 12/9/22

While consumers and builders remained downbeat about the 2023 economic outlook, news on strong holiday spending and lower interest rates offered a glimpse of hope that the housing market may have found its footing and will begin to stabilize soon. With inflation remaining high but showing some signs of easing, the Federal Reserve is expected to raise rates less aggressively in the coming months, which should benefit both the economy and the market.

 

Mortgage rates drop after the Fed hints on smaller rate hike in December: Federal Reserve Chair Jerome Powell signaled in a speech last week that the central bank could raise the fed funds rate by 50 basis points in the upcoming December FOMC meeting, a step down from the 75- basis-point increases the Fed has been implementing in the past four meetings. In response to Fed Chair Powell’s comments, the 10-year note went down from 3.75% on Tuesday of last week to 3.49% as of yesterday. Mortgage rates dropped sharply as a result, hitting the lowest levels since mid-September. The average 30-year fixed rate mortgage reported by Mortgage News Daily fell 34 basis points from 6.63% to 6.29% between November 30 and December 1. Stronger than expected November job growth released last Friday, however, dampened the recent rate improvement slightly. The Fed will have to think twice before making their next rate hike decision in mid-December.

 

GSE loan limit in high-cost areas will rise above $1M in 2023: The Federal Housing Finance Agency (FHFA) increased the 2023 national baseline conforming loan limit to $726,200 on single-family homes and raised the cap for high-cost areas to $1,089,300. The previous loan limits for 2022 were $647,200 and $970,800, respectively. With nearly one out of every four homes sold between $1.25 million and $2 million being purchased by first-time homebuyers in 2022, the higher limits will help make homeownership more accessible to Californians across the state and provide homebuyers with more financing opportunities.

 

Consumer confidence falls again as Americans take a gloomy view on the economy: Consumer confidence trended down for the second month in a row in November to 100.2, the lowest level reached since July. A flood of job-layoff news in recent weeks has created concerns for consumers on their job security, which in turn adverse-impacted their confidence on the economy. Consumers who expected more jobs to be available in six months declined to 18.6% from 19.5% in October, while those who expected their incomes to increase in six months dipped to 17.2% from 19.6% in the prior month. Both the present situation index and the expectation index declined month-over-month, suggesting more rough patches to come in the near term.      

 

Holiday spending strong as Black Friday lures shoppers back: Despite the negative outlook, Americans are still spending and kicking off the holiday shopping season with a solid start. Retail sales - excluding auto – were up 10.9% year-over-year during the Thanksgiving weekend, according to Mastercard Spending Pulse. Some of the growth, however, reflects higher prices and not higher volume, as the measure does not account for inflation. Despite inflation squeezing many shoppers’ budgets, holiday sales are still expected to be up between 6% to 8% over 2021, according to the National Retail Federation’s forecast. With the national saving rate dipping to 17-year low and credit card debt rising at the highest level in more than 20 years, consumers may not be able to sustain the solid spending growth for much longer though.

 

With interest rates starting to ease we are seeing some new opportunities for buyers and sellers. Lenders are offering options for home buyers to buy down their interest rate and sellers in some cases are offering credits to help buyers obtain a more affordable rate.
