Market Update - Week of 4/21/2023

Economic data released last week showed that the U.S. economy is losing momentum as the lagged effects of monetary policy tightening slow growth as intended. Retail sales and Inflation posted its second-straight monthly decline. However, prices remain elevated for core goods and services which will likely push the Fed to hike rates at their May meeting one last time by another 25 basis points. Consumers adjusted their expectations around inflation and although still relatively pessimistic overall, their long-term sentiment remains stable. Californians will continue to face inventory challenges in 2023, as fewer Realtors® are listing properties ahead of the usual spring home buying season.

 

Inventory might get worse before it gets better according to Realtors®: The California Association of Realtors®’ (C.A.R.) monthly member survey revealed that inventory could pose a challenge ahead of the spring home buying season. The percentage of Realtors® with listing appointments dropped for the second consecutive month, moving in the opposite direction than usual this time of the year. With less listing appointments, less properties are consequently being listed for sale as evident in the drop-off of Realtors® reporting listing a property in April. After trending up in the first quarter of the year, the share of respondents indicating having listed a property fell to 18.3%. What is more, they became more pessimistic about listings going up as the share dropped for the second consecutive month. Unfortunately, part of it seems to be reluctance from sellers to list as the share of those holding back from selling jumped to the second highest level on record since the inception of the survey began nearly two years ago.

 

Consumer prices continue cooling but remain elevated: The March report for Consumer Price Index (CPI) showed prices rose by the smallest amount in nine months, but excluding food and energy (core CPI), inflation remains stubbornly high. While the headline CPI slowed to 5% over the same month of last year, core CPI advanced 0.4% in March and pushed up the year-over-year rate to 5.6%. The core CPI has been above 5% for 16 consecutive months, which is more than double the Fed’s target rate and will likely press for them to enact one more rate hike at their upcoming meeting. Looking ahead, many signs like normalization of inventories, scaling back in manufacturing, rolling over of shelter costs, and slower wage growth, all point to less upward pressure on consumer prices.

Market Update - Week of 4/14/2023

Data released last week for the U.S. economy shows that the labor market is gradually slowing down. However, while the job count declined from the prior month, the March report was still strong overall. Wages inched up from a year ago at the slowest pace in 20 months, and labor force participation rose to the highest level since March 2020, while unemployment rate dropped to 3.5%. The jobs report, while delivering some good news on the inflation front, could be just enough to prompt the Fed to raise the fed funds rate by an additional 25bps in their next meeting in May. Lastly, while consumer confidence in the housing market bounced back, it remained near historic lows, which suggests that the market will likely see a more gradual recovery as it enters the spring homebuying season. 

 

Consumer confidence in the housing market remains near historic lows: After dipping briefly in February following a streak of three consecutive monthly increases, the Fannie Mae Home Purchase Sentiment Index® (HPSI) bounced back by 3.3 points in March. The monthly uptick pushed the headline index to 61.3 and 11.9 points closer to the year-ago level. While four of the six components of the index – including perspective on home-selling conditions and consumers’ sense of job security - showed noticeable improvements month-over-month, a large majority of consumers continue to believe that it is a bad time to buy a home. This is what’s keeping the overall consumer confidence in the housing market to be near historic lows and could result in home sales remaining subdued in the coming months. 

 

Mortgage applications dip despite lower mortgage rates: According to the Mortgage Bankers Association’s (MBA) Market Composite Index, mortgage application volume decreased 4.1% on a seasonally adjusted basis and 4.0% unadjusted during the week ended March 31, compared to the week ended March 24. Applications for both home purchases and refinancing dipped after increasing for four consecutive weeks, despite mortgage rates trending lower. With home prices softening and rates declining in recent weeks, buyers’ purchasing power should continue to improve and will likely bring more buyers back into the market. Low inventory of homes for sale, however, will continue to be a challenge as we enter the traditional spring homebuying season.

 

Hiring in the U.S. economy is slowing but not collapsing: After a couple of strong job reports in the last two months, the labor market continued to advance at a solid but slowing pace at the end of the first quarter. While the U.S. continued its string of 27 consecutive monthly increases in March and added 236,000 net new jobs, the gain was the smallest in over two years. The job growth, nevertheless, was strong enough to lower the unemployment rate to 3.5% from 3.6% in February. Meanwhile, the labor force participation increasing for the fourth consecutive month to a new post-pandemic high of 62.6%. Wage growth inched up but continued to cool, with the average hourly earnings growing 4.2% over the past year, the smallest since July 2021. With roughly 4.1 million more job openings than workers seeking employment, the path toward improving prices remains gradual, however.

The economy is still exhibiting resilience despite slower growth in recent weeks. Although consumers’ view on their present situation took a step back, improvement on their outlook continued to edge higher. The strong labor market has much to do with it, as it continues to push real wages higher and keep the economy from falling behind. Meanwhile, as mortgage rates dip, applications to purchase or refinance continue to increase. The spring buying season, however, may not be as strong as prior years, as housing supply is expected to be tight in coming months due to lock-in effect.

 

Growth of new listings shrinks as more sellers are holding off: New listings continued to fall in March, dropping nearly half (47.3%) as much as the same month of last year. Typically, the trend of new listings and inventory starts picks up at the end of the first quarter to kick off the spring home buying season. However, new listings across all regions and all price ranges have slowed significantly since late last year. For the last five months, nearly two-fifths of REALTORS® on average have expressed having clients holding back from selling. With mortgage interest rates remaining nearly twice as high as last year’s levels, many sellers are reluctant to part ways with their low-interest-rates that they locked in prior to the Fed’s aggressive rate hikes that started in early 2022.

 

Mortgage application volume improves for fourth consecutive week: According to the Mortgage Bankers Association’s (MBA) Market Composite Index, mortgage application volume increased 2.9% on a seasonally adjusted basis and 3.0% unadjusted during the week ended March 24, compared to the week ended March 17. Applications for both home purchases and refinancing rose for the fourth time as mortgage rates remain low relative to a few weeks ago before the bank failure fallout. As of March 30, the 30-year fixed-rate mortgage (FRM) averaged 6.32% - the lowest in six weeks. With home price growth slowing and rates declining in recent weeks, buyers’ purchasing power should continue to improve and will likely bring more buyers back into the market. Shrinking new inventory, however, will continue to be a challenge as the spring home buying season gets underway.

 

Consumer confidence edges higher despite recent financial turmoil: The banking crisis does not seem to be a concerning factor for consumers at the moment as their confidence edged higher in March. Despite recent bank failures, the Conference Board’s Consumer Confidence Index rose modestly to 104.2. Though the overall index improved, the component measuring their present situation slid back to where it was in January at 151.1, roughly the midpoint of its range for the last 18 months. However, a slightly more upbeat take on where things are headed, along with favorable labor market conditions, were enough to give overall confidence a nudge in the right direction.

 

Migration and growth patterns edge closer to pre-pandemic levels: New data published by the Census Bureau suggests a slowdown in outmigration for many largest counties in the nation in 2022, after experiencing noticeable declines in population in 2021. Los Angeles County - the most populous county in the United States - lost more residents than any other county in the states, with 143,000 of them leaving the county in 2022,. That said, the drop was not as drastic as 2021's almost 195,000 decline. A similar pattern was observed in many metropolitan counties in the South and the West, where many impacts experienced during the pandemic were either reverted to near pre-pandemic levels or made a full recovery. These population shifts were partly attributed to net international migration, which continued to improve throughout 2022 after declining sharply during the pandemic era.

Market Update - Week of 3/31/2023

While home sales and employment in California continued to march forward in February, recent banking turmoil has increased uncertainty on many fronts, including the housing market. Despite declines in long-term yields, ongoing pressures in the financial system could cause smaller banks to tighten lending standards and may have an adverse effect on housing demand. The Fed, nevertheless, enacted its ninth rate hike since March 2022 but hinted there might only be one more to come before the end of the year. Mortgage rates, as a result, slid for the second consecutive week and reached their lowest level in a month. This has motivated many buyers to come off from the sidelines as mortgage applications increased for the third week in a row. 

 

More favorable interest rates perk up California home sales: The lowest mortgage rates in five months helped boost California home sales to reach above the 250,000-unit annualized sales pace for the first time in four months. February’s sales pace was up 17.6% on a monthly basis from 241,520 in January and down 33.2% from a year ago, when a revised 425,120 homes were sold on an annualized basis. Despite the third straight monthly improvement, sales of existing single-family homes in California remained below the 300,000-unit pace for the fifth consecutive month. A shift toward more home sales in the lower-price segments is expected to continue to further soften home prices. However, with the availability of homes remaining extremely tight and housing supply conditions not expected to improve any time soon, prices should find bottom later this year as interest rates stabilize. 

 

New home sales climb for the third consecutive month: New home sales jumped 1.1% from January to a seasonally adjusted annual pace of 640,000 homes in February. While this was the third straight month of growth for sales – which suggests that the market might have already found its bottom, new homes remained 19.0% behind the same month of last year. Regionally, sales in the Northeast and Midwest saw a decline, while the South and the West grew by single digits. The uptick in sales pace in February chipped away 0.7% of the new home inventory, dropping the months of supply to 8.2 at the current sales pace. Builders are being cautiously optimistic however, despite mortgage rate volatility and economic uncertainty. The boost in builders’ confidence is likely attributed to the intensified market competition and solid price growth observed in recent weeks, resulted from more buyers turning to the new home market as supply remains tight in the existing housing stock. 

 

Fed hikes rates by 25 basis points and indicates future increases are near an end: The Federal Reserve bank enacted its ninth rate hike since March 2022 by a quarter of a percent, taking the target range of its federal funds rate to 4.75% - 5%. After recent bank failures, there were doubts that the Federal Open Market Committee (FOMC) would continue with an aggressive stance in its rate movements. Fed policymakers confirmed last week that while they remain determined to bring inflation under control, it is too soon to determine the extent of the effects of the latest banking turmoil. Additional information will be needed to make their next assessment, but the Fed suggested that there is at least one more rate hike before the end of the year. 

 

Mortgage applications inch up as rates decline: Even though overall application volume remained at relatively low levels, both purchase and refinance applications increased for the third consecutive week as borrowers continued taking advantage of the lowest mortgage rates in a month. The Market Composite Index, a measure of mortgage loan application volume, increased 3.0% on a seasonally adjusted basis from one week earlier. Mortgage rates declined as uncertainty over the health of the banking sector and worries about the broader impact on the economy continued to grow. According to Freddie Mac’s weekly Primary Mortgage Market Survey® (PMMS®), the 30-year fixed-rate mortgage (FRM) averaged 6.42% as of March 23, 2023, down more than 30 basis points from its most recent peak at the beginning of March.

California housing market experienced a slight recovery in February

According to the latest data from the California Association of Realtors (CAR), the California housing market experienced a slight recovery in February 2023. The report shows a third consecutive month of improving sales, with favorable interest rates and softening home prices driving buyers to enter the market.

 

The statewide annualized sales figure of existing, single-family detached homes was 284,010 in February, up 17.6% from January but down 33.2% from the previous year. The median home price in February was $735,480, a decline of 2.1% from January and 4.8% from February 2022. Year-to-date statewide home sales were down 39.6% in February.

 

CAR President Jennifer Branchini noted that the recent shift towards more home sales in the lower-price segments is expected to continue and further soften home prices. However, with the availability of homes remaining extremely tight, and housing supply conditions not expected to improve any time soon, prices should find a bottom later this year as interest rates stabilize. 

 

The lower mortgage rates in California have given homebuyers an opportunity to enter the housing market and purchase properties at more affordable prices. However, the housing supply remains limited, making it difficult for buyers to find available properties that meet their criteria. This has led to increased competition among buyers, driving up the prices of available homes.

 

On the other hand, sellers have been facing challenges in the market due to declining home prices. The market conditions have made it harder for them to sell their properties at the prices they desire, leading to a slowdown in the number of homes being put on the market.

 

Despite the challenges, industry experts predict that the California housing market will continue to stabilize in the coming months, with prices gradually finding their bottom later in the year. While interest rates are not expected to remain low for long, buyers are encouraged to take advantage of the current window of opportunity and enter the market before prices start to rise again.

 

Overall, the California housing market is in a state of flux, with both buyers and sellers navigating through uncertain market conditions. However, with the continued support of favorable interest rates and increased housing supply in the future, the market is expected to find its equilibrium, providing opportunities for both buyers and sellers alike.

How are the recent bank failures impacting the real estate market?

The takeover of Silicon Valley Bank by Federal Regulators last week has ushered in new economic uncertainty to the forecast that has spooked investors and cast doubts about what the Federal Reserve will do at its upcoming meeting, with markets anticipating a less aggressive posture amidst a potentially softer economic backdrop. This uncertainty about broader exposure has fueled a rally in the bond market as investors flee to safety, which has already begun to lower yields and mortgage rates have started to follow suit after being above 7% in recent weeks. Still, labor market data suggests that the economy is still running hotter than the Fed would like it to, and the upcoming inflation report will play a large role in whatever action they decide to take later this month. 

 

Inventory shrinks as pace of new listings drops more than half: Although sales activity has slowed in recent months, the pace of homes being listed for sale continues to slow as well and the dearth of new inventory and supply continues to get tighter. In fact, the number of new listings being added to the MLS each week has been falling by double-digits this whole year and total active inventory has begun to follow suit. Even though buyer demand has softened in the face of rising rates, the market is still seeing enough homes close or enter escrow each week that the net effect relative is that available inventory is shrinking. Although this will prevent a rapid recovery in sales activity, even as the bond markets rally and rates dip back below 7% again, it will help prevent more price declines.

 

California mortgage delinquencies remain low: Despite a modest uptick in the 4th quarter, mortgage delinquencies remain very low in the Golden State. California finished the year with just 2.5% of mortgages behind on their payments. That was up from 2.2% in the third quarter, but remains well-below the historical average of 4.2% between 1972 and 2000. In addition, California now has the 3rd lowest delinquency rate of any state in the nation, which, taken together with homeowner equity that remains near an all-time high level and most homeowners locked into the lowest rate mortgages of all time, should prevent a flood of inventory from hitting the market and precipitating much larger price declines. In fact, recent market data shows that the recent reduction in rates during January and February helped the market to level off in terms of sales and competitiveness. 

 

Mortgage applications inch up despite raising rates: Mortgage interest rates climbed for the 5th consecutive week as the average 30-year fixed-rate mortgage nears 7% — the highest level since November of last year. Despite this, mortgage applications inched up according to the latest weekly mortgage applications survey by the Mortgage Bankers Association (MBA). Mortgage applications increased 7.4% after two weeks of declines to very low levels, including a holiday week. However, compared to a year ago, purchase applications were still down 42 percent and refinance activity was down 76 percent. The recent increase in rates has pushed borrowers to either rush to lock in rates or wait on the sidelines for rates to come back down.

While the Fed’s hawkish interest rate policy was expected to slow the economy and inflation, recent data continues to suggest otherwise. The labor market remains tight and is still not showing signs of deterioration with new weekly jobless claims remaining under 200,000 for the seventh consecutive week. In the housing market, builders continued to scale back on new development, with residential investment in single-family homes down 1.7% in January. Moreover, with the average rate for a 30-year fixed mortgage rising 52 bps since the end of January, mortgage purchase applications fell to a 28-year low this past week. As demand remains soft, home prices are expected to soften as well, which will help improve affordability. 

 

Mortgage loan activity declines as rates hit 4-month high: According to the Mortgage Bankers Association (MBA), total mortgage loan application volume as of February 24, decreased 5.7% form the week prior. This was the third consecutive weekly decline in mortgage loan activity after a brief resurgence in January when rates hit their lowest level since November 2022. However, rates have inched up more than 50 basis points over the past month as sustained economic growth and continued inflation reduce the possibility of the Fed loosening up its monetary policy anytime soon. With rates topping a 4-month high and nearing 7%, refinance activity has shrunk significantly and purchase applications have fallen to a 28-year low as potential homebuyers once again retreat to the sidelines. 

 

Construction spending weakens, decline in residential overshadows nonresidential gain: Total construction spending remains above last year by 5.7%, though it continues to slow down as it fell 0.1% from December. Despite the nonresidential sector advancing 0.3%, total construction spending continues to be dragged down by a much weaker residential sector, which dipped 0.6% during the month and marked its eight consecutive decline. Residential spending is running 3.8% behind the same month of last year, mostly as a result of a 1.7% decline in single-family construction spending – offsetting growth in multifamily (0.4%) and home improvement (0.3%) spending. Compared to a year ago, spending on single-family construction was 18.4% lower and is consistent with a pull back on new home building as rising interest rates cool the housing market. 

 

Jobless claims remain historically low, pointing to a still strong labor market: The number of Americans filling new claims for unemployment benefits fell again last week as they dropped 2,000 to a seasonally adjusted 190,000 for the week ending February 25. It was the seventh straight week that claims remained below 200,000 pointing to a strong labor market that continues to show minimal signs of deterioration despite efforts by the Fed to cool the economy, loosen the labor market and tame inflation.

Recent data releases all point to an economy that remains more resilient than many feared, and a housing market that is showing signs of modest improvement. The second reading of GDP in Q4-2022 was revised down, but the economy still expanded at a decent clip. New home sales posted a solid gain in January and listing activity picked up in early February. However, the latest report on personal income & outlays suggests the Fed’s intervention is far from over. Real consumption jumped higher at the start of the year, adding pressure to inflation. With financial markets adjusting expectations as the Fed keeps rates higher and for longer, mortgage rates rose for the third consecutive week.

 

Mortgage applications retreat as rates continue trending upward: Despite the Fed trying to slow the economy in order to bring down inflation, the U.S. economy continues to show resilience. This is causing bond markets to reprice interest rates to account for the stronger than expected growth, tight labor markets, and the threat of sticky inflation. As a result, the 30-year fixed-rate mortgage (FRM) has been trending up for three consecutive weeks. Last week, the 30-year FRM averaged 6.50% - the highest since late November of last year. As a result, affordability will be affected, and some potential homebuyers have chosen to sit the sidelines as evidenced by a retreat in mortgage applications the last two weeks. 

 

U.S. economy expands in fourth quarter, but at slower pace than previously estimated: The second estimate for Q4-2022 economic growth showed that gross domestic product (GDP) increased at an annualized rate of 2.7%. This was a downward revision to the initial 2.9% estimated last month and a deceleration from the 3.2% growth rate in Q3-2022. There were downward revisions to consumer spending, which had its weakest showing since the first quarter of 2022. Business spending also slowed as the economy lost momentum at the end of 2022. However, consumers boosted retail sales in January by the most in nearly two years, and employers added a surprisingly outsized number of new jobs. These signs of durability in the economy will likely force the Fed to continue raising rates to cool the economy and quell inflation. 

 

U.S. new home sales jump to 10-month high despite weakness in broader market: New home sales increased for the fourth straight month in January and had their best performance since last March, when they jumped 7.2% to a 670,000 unit pace. December’s pace was upwardly revised to 625,000 units, and meant that January was the second consecutive month where sales activity topped 600,000 units. However, January’s gain was driven mostly by a strong uptick (17.1%) in sales in the South. Across the rest of the country, sales for newly built homes dropped. Overall, new home sales are still depressed as they remain behind last year by 19.4%. With mortgage rates trending up once again, home builders will be pressured to continue offering incentives, like rate buy-downs and price reductions, to entice buyers.

Market Update: Sales of existing single-family homes in California edged up from the prior month

Sales of existing single-family homes in California edged up from the prior month, despite dropping sharply from a year ago. While recent pending sales statistics suggest continued improvement in home sales in the coming months, a renewed concern that the Federal Reserve will keep rates high has sparked a surge in rates and created a cloudier market outlook for the short term. 

 

California’s housing market kicked off the year with a weak start: Sales of existing single-family homes remained below 250,000 for the third consecutive month and declined 45.7% from a year ago. The market might have already reached its bottom, however, as California home sales edged up for the second straight month as homebuyers took advantage of lower interest rates and lower prices in January. With pending sales remaining on a declining trend but receding at a slower pace in January, the market should see another improvement in closed sales in February. Home prices, on the other hand, continued to dip on a year-over-year basis and will drop further next month due to seasonality and higher costs of borrowing.  

 

Inflation continues to cool at a slow pace: Prices for consumer goods & services in the U.S. eased for the seventh month in a row in January, as the rate of growth over the last 12 months dipped to 6.4% from 6.5% in December. The Consumer Price Index (CPI), however, accelerated at the fastest monthly pace since October, which is an implication that overall price level will continue to be high in the near term. With the labor market remaining strong at the start of 2023, the Fed will likely raise rates again in at least their next meeting, and mortgage rates will remain elevated for most of the year.

 

Mortgage rates increase as yield markets anticipate further tightening by the Fed: The bond market might have been overly enthusiastic that inflation was going away, and the economy was slowing which led to mortgage rates trending lower in January. With the latest CPI and retails sales reports painting a picture of higher-than-expected inflationary pressure and stronger-than-expected consumers demand, Treasury yields rose this week as investors reacted in anticipation of further rate hikes by the Fed. Mortgage rates climbed again for the third consecutive week as a result, with the average 30-year fixed-rate mortgage (FRM) as of February 23 jumping 18 basis points to 6.95% from the prior week.

Housing Market: 6 Trends to Know for February 2023

 

The current state of the U.S. housing market can best be described as “complicated.” Rising mortgage rates over the past year have steered many would-be buyers out of the market, leading to softer demand and declining home prices.

 

But prices are still historically high even after the recent dip — and mortgage rates are historically low despite more than doubling in the space of a year. These trends, combined with uncertainty over an economy that continues to outperform expectations, make it difficult to gauge where the housing market will go.

 

One thing for certain is that U.S. home prices have fallen from last year’s peaks. In December 2022, average home prices rose 6.9% year-over-year but fell 0.4% on a monthly basis, according to CoreLogic. In addition, Realtor.com reported that median list prices rose 8.4% year-over-year in December, though they were down 11.1% from where they were in June 2022

 

Many housing experts expect the market to weaken further in 2023 — but not all do. Here’s a look at six housing trends to know this month:

 

1. Activity Will Pick Up in the Spring

This is one of the easiest predictions since housing markets almost always see more activity in the spring. That should be especially true this year due to a combination of factors. For one thing, mortgage rates have trended lower the last couple of months, which will have a positive effect on affordability, increase demand and “bring more buyers back into the market,” National Association of Home Builders chief economist Robert Dietz told CNBC.

 

Meanwhile, a rise in inventory should also bring more buyers back into the market. As CNBC noted, real estate agents have reported an earlier-than-usual surge in open-house foot traffic. Some Realtors have even seen a return of bidding wars (I can attest to this).

 

2. Prices Will Continue To Soften…

Analysts at Zillow predict home prices will remain flat nationally and even fall in some sections of the country. Both Freddie Mac and the Mortgage Bankers Association expect modest price average price declines nationally in 2023, Fortune reported. Freddie projects a 0.2% dip, while the MBA sees average prices falling 0.6%.

 

3. …Unless They Don’t

Not all housing experts see home prices dipping in 2023. An analysis from Fortune found that the following organizations expect home prices to keep pushing higher this year:

 

·       Realtor.com: Its economics team predicts that the median price of existing homes will rise 5.4%.

·       Home.LLC: It expects U.S. home prices to climb 4% in 2023.

·       CoreLogic: It expects year-over-year home prices to increase 3% from December 2022 to December 2023.

·       National Association of Realtors: Forecasts that home prices will increase 0.3% compared to 2022.

 

4. Midwest Markets Should Heat Up

Most Midwestern cities avoided the types of home-price spikes that hit the rest of the country, meaning the region should be ripe for a busy buying season. “With the one-two punch of affordable housing prices and reasonable mortgage costs, [Midwest] states should be at the top of the list for first-time homebuyers,” Zillow analysts wrote in a report.

 

5. You’ll See More Choices on New Construction

New homes currently under construction have risen 50% since February 2020, according to Zillow, while completed homes are being delivered to the market even amid a slowdown in buyer demand. The oversupply could lead to price reductions in some markets
